H2SO4 (16 mL) was added dropwise to a stirred solution of 3-hydroxy-2-quinoxalinecarboxylic acid (9.3 g, 49.0 mmol) in methanol (245 mL) at room temperature. After the mixture was stirred at room temperature overnight, the methanol was removed under vacuum. The residue thus obtained was dissolved in ethyl acetate and washed with water. The organic layer was separated, washed with brine, dried over anhydrous MgSO4, and concentrated in vacuo to afford 8.03 g of crude methyl 3-hydroxyquinoxaline-2-carboxylate as a light orange solid.
