A solution of freshly prepared saturated aqueous ammonia (20mL) and 2-quinoxalinecarboxylate (115mg, 0.612 mmol) was stirred at room temperature for 18 hours. The solution was then evaporated under reduced pressure to yield the product as an off-white solid in quantitative yield. Elemental analysis calcd (percent) for C9H7N3O (173.06): Calc.
